The DRC is a country in Central Africa with a population of approximately 86 million people. The country is bordered on the north by Central African Republic, on the northeast by South Sudan, on the east by Uganda, on the west by Angola, Zambia, and Tanzania, and on the northwest by the Atlantic Ocean. The DRC is divided into two parts, with the central part being made up of the capital and the largest city (Kinshasa). French is the official language of the DRC. The country is rich in cultural heritage, with many traditional dances, music, and arts.
Import routes and FERI certificate requirement for DRC goods: Goods entering DRC usually go through the ports of Kinshasa or Matadi. For eastern city imports, the ports of Dar es salaam or Mombasa, Kenya are preferred to reduce the on-carriage fees. A FERI certificate is sufficient for these entries, since Kenya and Tanzania don’t require an ECTN certificate. If you fail to obtain a FERI, you will be subject to a 20% cargo cost penalty at the point of destination, as per Decree 409/021 of 23rd March 1992 (as of April 11, 2011). What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by a Loading Certificate known as FERI (Fiche Electronique renseignement a l’Importation).
The shipper or the freight forwarder is responsible for acquiring the FERI waiver certificate from the authorized representative.

Regulation
- FERI certificates must be verified no later than five days prior to the vessel’s arrival.
- What if your cargo is being shipped to DRC by air or road freight within Africa, from South Africa to DRC? In this case, you will need to obtain FERI Certifications for your cargo
- If a shipment arrives without a FERI certificate or with incorrect FERI information on the shipment, it will be subject to double the cost of the certificate plus the regulatory charge set by the DRC of the Congo national port officials.
- A FERI certificate must accompany all cargoes shipped to D.R of the Congo Customs in accordance with the customs regulations.
