ECTN, or Bordereau Electronique de Suivi des Cargaisons, is an electronic tracking system mandated by the authorities of Djibouti. What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an ECTN (Electronic Cargo Tracking Note).
The shipper or the freight forwarder is responsible for acquiring the ECTN waiver certificate from the authorized representative.

Regulation
- An ECTN certificate is required for all cargo coming into Djibouti from outside the country, according to the Djibouti Ports .
- The ECTN certification must be confirmed no later than five days prior to the vessel’s arrival.
- Without the ECTN certificate, the cargo cannot be unloaded.
- If the shipment arrives without an ECTN certificate or with incorrect ECTN information, it will be charged twice the cost of the certificate plus the regulatory charge set by the National Port Officials of Chad.
