Gabon BIETC Certificate
All imports into Gabon are subject to BIETC certificate issued by the government of Gabon and the conseil gabonais des chargeurs (CGC). What is BIETC?
If you want to ship to Gabon, you need to submit the necessary loading document (BIETC). This document is also called CTN or BSC, and it is required for all shipments going to the Gabonese port of Libreville, or to the port of Owenco, or the port of Mayumba. This document was established as a regulation by the Gabonese Customs officials in 2010. If you fail to submit your BIETC, you will face serious consequences, including a fine.

What is the Procedure?
- Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an Loading Certificate known as a BIETC (Bordereau d’Identification étalé de traçabilité éslectronique de cargaisons)
- The shipper or the freight forwarder is responsible for acquiring the BIETC waiver certificate from the authorized representative.

Regulation
- All cargo shipped to Gabon is subject to a biometric identification and traceability certificate (BIETC) as mandated by Gabon Customs.
- No later than five days prior to the vessel’s arrival at sea, the BIETC certification must be verified.
- Depending on the continent in which the loading port is situated, the Gabonese authorities have set a timeframe of 5 to 15 days for the verification of the BIETC certificates.
The Gabonese authorities take this policy very seriously. Failure to do so will result in the certificate not being validated and will be subject to the following penalties:
- Within 5 calendar days after dispatch for consignments departing in Africa.
- 10 calendar days after dispatch for consignments departing from Europe 10 calendar days for consignments originating in
- Within 15 calendar days after dispatch for consignments departing in the Americas, Asia or Oceania.
