What is CEE?
Commonly referred to as CTN or BSC, the Certificate of Entry (CEE) is a legally binding document that is required for all consignments to be shipped to Guinea-Bissau.
The CEE document was established as a regulation by the Customs officials of Guinea Bissau in 2011. It is necessary for the port of Bissau as well as any other port in the country. Failure to submit the CEE document can result in serious penalties and hefty fines.

What is the Procedure?
- Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an Loading Certificate called CEE – Certificado Eletronico De Embarque.
- The shipper or the freight forwarder is responsible for acquiring the CEE waiver certificate from the authorized representative.

Guinea Bissau Customs requires a CEE certificate for all cargo coming into Guinea Bissau.
The CEE certification must be confirmed no later than five days prior to the vessel’s arrival.
If the shipment arrives without an CEE certificate or with incorrect CEE information, it will be charged twice the cost of the certificate plus the regulatory charge set by the Guinea Bissau National Port Officials.
