Ivory Coast–Cote d’Ivoire BSC Waiver Certificate
If you are exporting to Ivory Coast, you must obtain a BSC Certificate. This is required by law and ReCCa Ride Logistics makes it easy. A BSC certificate is required for all shipments to Ivory Coast. Without it, cargo cannot be cleared and must be returned. What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, or in certain cases diplomatic and personal reasons must be accompanied by a Loading Certificate known as BSC – Bureaureau de suivi des cargaisons.
The shipper or the freight forwarder is responsible for acquiring the BSC waiver certificate from the authorized representative.
Ivory Coast BSC Regulations
In order to keep track of all volumes in Côte d’Ivoire, the OIC (Office officielle des chargeurs) introduced a cargo tracking note (BSC) in 2003. The OIC (Ivanian Shippers Council) ordered Shippers to request a BSC, with an exceptional decision to create a CTN / BSC at the port of destination.
However, in 2013, following the recommendations made in the National Workshop, all shippers received notification that the exceptional decision to create a Cargo Tracking Note (CTS) at the final destination in the Ivory Coast seaports was lifted. Without the BSC at the final destination, no customs clearance is possible, and cargo may be returned.
- A BSC certificate must accompany all cargo shipped to Ivory Coast in accordance with Ivory Coast Customs regulations.
- The BSC certificate shall be confirmed no later than five days prior to the vessel’s arrival at sea.
- Cargo without BSC certificate will not be processed and will be returned to the port of origin.
- If the shipment arrives without a BSC certificate or with incorrect BSC information, it will be charged twice the cost of the certificate plus the regulation charge set by the National Port Officials of the Ivory Coast.
- Customs Declaration changes shall be subject to a penalty of USD 2500 per Bill of Lading. The penalty shall be paid to the agency requesting the correction.
