In accordance with the ministerial directive issued in 2018, Liberia has made it compulsory for all imports to have a Cargo Tracking Note (CTN) or an Advance Cargo Declaration (ACD). The National Port Authorities (NPA) are responsible for ensuring the implementation of this requirement. To facilitate customs clearance, it is mandatory for the CTN number to be mentioned on both the Bill of Lading and the Cargo Manifest. Failure to provide a CTN number will lead to penalties, as well as additional charges for demurrage and storage fees.

What is CTN?
The CTN, also referred to as the BSC, is an obligatory loading document that must accompany all shipments destined for Liberia. This regulatory requirement was established by the Liberian Customs Officials in 2018.
The presentation of the BSC document is mandatory for all ports, including Greenville, Monrovia, and any other port. Failure to comply with this requirement will result in significant repercussions and the imposition of a substantial penalty.
What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an CTN (Cargo Tracking Note).
The shipper or the freight forwarder is responsible for acquiring the ECTN waiver certificate from the authorized representative.

- The presence of a CTN certificate is mandatory for all shipments destined for Liberia, as per the regulations set by Liberia Customs.
The validation of the CTN certificate should be completed no later than five days prior to the scheduled arrival of the vessel.
If the shipment arrives without an CTN certificate or with incorrect CTN information, it will be charged twice the cost of the certificate plus the regulatory charge set by the National Port Officials of Liberia.
