Libya ECTN Number and Certificate
The Libyan Ministry of Finance has issued a notification (Decree N° 9310/4122) through the Libyan Customs Authority, informing all individuals and entities involved in import and export activities, as well as those engaged in shipping and customs operations, that the ECTN certificate is now a compulsory requirement for all imports destined for Libyan ports.
Libya, situated in North Africa, shares its borders with Egypt to the east, Sudan to the southeast, Chad and Niger to the south, and Algeria and Tunisia to the west. Additionally, it boasts a coastline along the Mediterranean Sea to the north. The capital city, Tripoli, serves as the largest urban center, while Arabic stands as the official language. With a population of approximately 6.8 million, Libya possesses a diverse cultural heritage, encompassing ancient history and remarkable landmarks like Leptis Magna and Cyrene.
Effective from January 1st, 2021, it is mandatory for all shipments bound for Libya to possess an ECTN certificate. The sole authorized entity responsible for issuing loading certificates for Libya. Any goods lacking an ECTN will be denied loading onto the vessel, and shipments without an ECTN document are strictly prohibited from entering Libyan ports. It is imperative that the ECTN reference is clearly stated on the bill of lading to ensure compliance with the regulations.
The ECTN was mandatory for all shipments bound for Libya and needed to be valid until 2021. Nevertheless, this procedure has been suspended indefinitely.

To begin the certification process, please send a PDF copy of the documents via email to info@reccaridelogistics.com You do not need to send a hard copy of the documents for the issuance of the ECTN certificates Please do not send the final documents, as there will be no further changes later in the process There will be a penalty fee for the changes after the certificates are validated
What is ECTN?
ECTN, or Bordereau Electronique de Suivi des Cargaisons, is an electronic tracking system mandated by the authorities of Libya. This system is designed to monitor cargo from the point of loading to discharge, ensuring transparency and compliance throughout the shipping process. Essentially, it serves as a digital certificate containing crucial information about the shipment, including details of the exporter, importer, quantity, value of goods, and vessel particulars.
The possession of an ECTN document is mandatory for all shipments destined for Benghazi, Tripoli, or any other port. Failure to provide this essential document may result in serious repercussions, including substantial financial penalties.
What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an ECTN (Electronic Cargo Tracking Note).
The shipper or the freight forwarder is responsible for acquiring the ECTN waiver certificate from the authorized representative.
Regulations
- Libya Customs requires ECTN certificates for all cargo coming into the country.
The ECTN certification must be confirmed no later than five days prior to the vessel’s arrival.
If the shipment arrives without an ECTN certificate or with incorrect ECTN information, it will be charged twice the cost of the certificate plus the regulatory charge set by the National Port Officials of Libya.
