Madagascar BSC – Loading Certificate
To ensure a smooth customs clearance process and avoid any penalties, it is necessary to obtain a Madagascar BSC (Cargo Tracking Note) when importing goods to Madagascar. It is imperative to obtain a BSC certificate at least three days prior to submitting the declaration for shipments to Madagascar in order to ensure successful delivery. The submission of the declaration must be done five days before the vessel reaches the Customs territory. Failure to comply with these requirements will result in the cargo being sent back to its place of origin.
- Bill of Lading ( Original will be needed for validation)
- Commercial Invoice (Issued to the name of the final consignee with incoterm, payment terms, H.S. codes for each item, and origin of goods noted)
- Freight Invoice (Not necessary if the freight value is indicated on the Commercial Invoice)
- Packing List (Container numbers and gross & net weights for each container, along with the name and address of the shipper/consignee must be noted)
- Customs Declaration

What is BSC?
The BSC document, also referred to as CTN, is an obligatory loading document for all shipments destined for Madagascar, including ports such as Tamatave and Toamasina. This requirement was established by the Madagascar Customs Officials in 2007 as a regulatory measure. Failure to provide the BSC document can result in significant repercussions, including substantial fines.
What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an BSC – Bordereau de Suivi des Cargaisons.
The shipper or the freight forwarder is responsible for acquiring the BSC waiver certificate from the authorized representative.
Madagascar BSC regulations
- On March 23rd, 2007, the Office Marine Customs for Madagascar implemented a cargo tracking note called Bordereau de Suivi de Cargaison (BSC) to effectively monitor all shipment volumes entering the country. This BSC certificate is now a mandatory requirement for every shipment, as cargo cannot be delivered without it. Madagascar Customs regulations strictly state that all cargo destined for Madagascar must be accompanied by a BSC certificate.
- The acquisition of the Madagascar BSC is required to be completed by either the shipper or the freight forwarder no later than 3 days prior to the submission of the declaration.
- Amendments to the Customs Declaration will incur a penalty of $2500 per Bill of Lading, which will be charged to the requesting agency. Failure to provide the BSC will result in the cargo not being cleared and being sent back to its origin.
- The BSC certificate must be submitted by the exporter or forwarder agents no later than 5 days prior to the vessel’s arrival in the territory of Madagascar Customs.
