What is BSC?
The BSC document, also referred to as CTN, is an obligatory loading document for all shipments destined for Senegal, including ports such as Tamatave and Toamasina. This requirement was established by the Senegal Customs Officials in 2008 as a regulatory measure. Failure to provide the BSC document can result in significant repercussions, including substantial fines.

What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an BSC – Bordereau de Suivi des Cargaisons.
The shipper or the freight forwarder is responsible for acquiring the BSC waiver certificate from the authorized representative.
Senegal BSC regulations
- A BSC certificate is required for all cargo shipments to Senegal in accordance with the customs regulations of the country.
- The BSC certificate needs to be verified no later than five days prior to the vessel’s arrival.
Shipments that reach any port in Senegal, including Dakar, Kaolack, Lyndiane, and Ziguinchor, without the required BSC (Bordereau de Suivi des Cargaisons) or with inaccurate information on the BSC will incur a penalty. In such cases, the penalty is calculated as twice the cost of the certificate, along with an additional regulation charge determined by the Senegal National Port Officials.
