The ECTN (Electronic Cargo Tracking Note), also known as the CTN, is an essential electronic system for tracking cargo that is mandatory for shipments to more than 24 African countries. Its purpose is to enhance security and facilitate trade by allowing authorities to monitor the movement of cargo from its point of origin to its ultimate destination. It is worth mentioning that as of February 1, 2023, Somalia will be added to the list of countries that require a CTN for incoming shipments.

Starting from February 1, 2023, Somalia has implemented a requirement for a CTN (Cargo Tracking Note) for all incoming shipments. This document, also referred to as an ECTN, BSC, or BESC, holds great importance as its absence can result in severe penalties and substantial fees. It is crucial to note that this regulation applies to all types of cargo being imported, regardless of whether it is for commercial, business, diplomatic, or personal use. The purpose behind this mandate is to ensure that every shipment is accompanied by a CTN, which aids in monitoring and ensuring compliance with regulations.
Effective April 29th, 2023, the government of Somalia mandates the inclusion of an ECTN Reference Number on all transactions related to Somalia. This regulation is put in place to improve monitoring and adherence to regulations for goods being imported into the nation.

What is CTN for Somalia?
The CTN, also known as the Electronic Cargo Tracking Note (ECTN), is an obligatory certificate that must be obtained for all maritime shipments to ports in Somalia, including Mogadishu, Berbera, Bossaso, and others. This regulation was implemented by the Ministry of Ports and Marine Transport of Somalia in 2023. What is the Procedure?
Under this law, all cargoes imported from overseas and shipped for commercial, commercial, in certain cases diplomatic and personal reasons must be accompanied by an CTN (Cargo Tracking Note).
The shipper or the freight forwarder is responsible for acquiring the CTN waiver certificate from the authorized representative.
Regulations
- The Ministry of Ports and Marine Transport requires that all shipments bound for Somalia must be accompanied by a CTN certificate, as stated by official regulations.
- It is imperative to ensure that the CTN certificate is validated no later than five days prior to the vessel’s arrival.
- In order for the cargo to be approved for clearance at the port in Somalia, it is imperative that the physical copy of the valid CTN certificate is presented. Failure to provide this document may result in delays or complications in the clearance process.
- Shipments lacking a CTN or containing inaccurate information on the CTN will incur a penalty of double the certificate cost in addition to the regulatory charge set by the Somali Government.
